The city of Santa Monica operates a local and intercity motor coach line, serving the public in the city of Santa Monica, with one branch extending into the westerly section of the city of Los Angeles. The city employs 63 bus operators, 62 of them being members of Lodge No. 22 of the Brotherhood of Railroad Trainmen; they have designated the brotherhood as their collective bargaining agent. Plaintiffs are members and representatives of the brotherhood and they brought this action as such, and in behalf of the members of the brotherhood and of Lodge No. 22 against the city of Santa Monica and defendants Freeman, Millikan and Murray, as commissioners and members of the city council. Defendant Freeman is the commissioner in charge of the city's transportation lines.
